Housing
The Housing Department’s mission is to advance “diverse, inclusive, and equitable communities by developing and implementing a wide range of housing policies and programs related to affordable housing, rent stabilization, and tenant protection.” In addition to implementing a wide range of existing programs, the department develops new housing policies and programs to respond to evolving community needs and in alignment with City Council Strategic Priorities and City values, including creating a Community for All, facilitating Intentional Development and Housing Options, and advancing the City’s Race, Equity and Inclusion Initiative. The City’s newest department has two divisions, Affordable Housing and Rent Stabilization.
With the adoption of the Fiscal Year 2023-24 Recommended Budget, the City formed a new Housing Department to address the resources needed to implement both existing programs and new initiatives to be responsive to a wide range of housing needs of the community. The department will be directly involved in 22 work plan projects related to the implementation of the 2023-31 Housing Element. Other significant priorities for the department will include advancing a displacement response strategy, developing an asset management system/program to monitor and track the City’s rapidly expanding affordable housing supply, expanding Housing’s legislative efforts in coordination with the City’s legislative team, and further integrating the City’s Race, Equity and Inclusion planning into the Housing Department’s work.

Public Notice: 2026-27 Annual Action Plan
The City's draft Fiscal Year (FY) 2026-27 Annual Action Plan (AAP) is now available for a 30-day public review period which begins on March 29, 2026, and ends at 11:59 p.m. on April 28, 2026 in accordance with federal public noticing requirements. A public hearing has been scheduled for the City Council meeting on April 28, 2026 at 6:30 p.m. to review and consider adoption of the AAP.
